Staff in third-party-funded projects

Suitable scientific and technical personnel is essential for successful research projects.

The following information should be taken into account and considered during project planning and application:


Costing

In third-party-funded projects, personnel is often the largest cost factor. Therefore, the most accurate possible calculation of personnel funds, even for draft proposals, is very important. Please note our instructions on this and on avoiding gaps in funding.

When applying for personnel, special attention must be paid to the fact that permanent staff are generally not eligible for funding when funding is provided on an expenditure basis. This means that the planned personnel must be additional personnel.

Eligibility

In the case of funding on an expenditure basis (e.g. federal funding), permanent staff employed for the project is generally not eligible for funding, i.e. funding can only be requested for additionally hired staff.
In EU projects, the costs of permanent staff employed can be claimed according to the amount of work done for the project. Please contact us for the cost rates applicable here.

Project transfer

If you are a new professor at the University of Hohenheim, you may already be involved in externally funded projects, and possibly also bring staff financed through these projects with you.

Hiring

Employment agreements between the University of Hohenheim and third parties may only be made by the Human Resources department. This applies in particular for employment agreements within third-party funded projects.
Be sure to note the general regulations and that the processing time is several months, especially for new hires.

Fixed-term contracts

If you wish to employ personnel via a third-party funded project who are or were previously employed at the University of Hohenheim on a fixed-term basis for a longer period of time, please have this checked by the responsible personnel administrators in APO.

Please observe the regulations on the minimum fixed-term period for employment contracts.


Please note for projects financed by state funds (MWK) that these do not formally qualify as third-party funded projects if the university receives the funds not as a “grant," but as an "allocation of budgetary resources" ("secondary funding").

This may possibly affect whether staff can be employed on a temporary basis. On a case-by-case basis, please have this checked by the Human Resources Department.
