Responsibilities of the University Council

The University Council’s tasks arise from Sec. 20 LHG.

 

The duties of the University Council include:

  • Electing the full-time members of the President’s Office together with the Senate and participating in their removal from office together with the Senate and the Ministry of Science
  • Deciding on the structural and development plans as well as construction developments
  • Deciding on the budget draft or financial plan
  • Approving the conclusion of university agreements according to Sec. 13(2) LHG and agreements according to § 7(2) UKG
  • Approving the establishment of companies and participation in companies
  • Deciding on the board’s proposal on principles for resources and the economic and task-based use of resources for research, artistic exercise, artistic development plans, and teaching based on performance and workload criteria and on the evaluation results according to Sec. 13(2) LHG
  • Adopting the annual financial statements in the case of business management in accordance with Sec. 26 LHO
  • Approving particularly extensive inter-university cooperation plans
  • Giving a statement on the establishment, modification, or cancellation of a degree program; giving a statement or approving are not required if the decision is in accordance with the agreed structure and development plan
  • Giving a statement on the University Charter and its amendments, unless the Higher Education Act requires the consent or agreement of the University Council
  • Discussing the chair of the board’s annual report in a joint session with the Senate
  • Discussing the interim report on the gender equality plan
  • Discussing job descriptions of professorships prior to the decision by the Ministry of Science on the nomination, provided the chairperson of the University Council decides that the University Council is to be involved.
