Teaching contract

The University may issue teaching assignments to supplement the range of courses offered. The assistant lecturers perform the teaching tasks assigned to them independently (Sec. 56 State Higher Education Act (Landeshochschulgesetz)).

The assistant lecturers must fulfill at least the following requirements according to Sec. 56 LHG:

  • Completed university degree
  • Pedagogical suitability (proof by experience in teaching/education or by participation in continuing education in University didactics)

or

  • Proof of outstanding subject-related achievements in professional, scientific, or artistic practice and pedagogical suitability

Contract lecturers document their work in a formal, brief report send to the institute.

Declaration that the teaching contract was fulfilled

Assistant lecturers may receive compensation. The details are regulated by the Administrative Regulation of the Ministry of Finance and Economics on the Remuneration of Part-time/Secondary-employment Teaching (UVergVwV).

The maximum amount is EUR 55 per hour, and up to EUR 66 in areas with shortages. The scope of the available budget and the principle of sound and economical financial management must be observed.

When setting the level of remuneration, the following aspects must be taken into account in each individual case:

  • Type of course
  • Content of the course
  • Preparation and follow-up work for the course
  • Training and qualifications of the assistant lecturer
  • Local circumstances
  • Importance of the course in the context of the examination regulations
  • Interest in recruiting the assistant lecturer

Full utilization of the remuneration framework is permissible only within the scope of the available budget and only in special cases.

The full remuneration rate can only be paid if there is confirmation that the course was delivered “in full throughout the semester,” i.e. in every week of the semester or, in the case of block courses, to an equivalent extent.

Exception: The lecture day falls on a public holiday or lecture-free day.

The remuneration covers all tasks associated with the teaching activity, in particular class preparation and follow-up work, one-on-one tutorials, attendance at conferences, meetings, events, etc. that are related to the course being taught, as well as the preparation, assessment and issuing of course certificates that are not part of an examination within the meaning of the Administrative Regulation of the Ministry of Finance and Economics on the Remuneration of Part-time/Secondary-employment Teaching (UVergVwV).

The remuneration for teaching the course is paid as gross remuneration. It is always subject to wage or income tax, unless it is tax-free under Sec. 3 No. 26 of the German Income Tax Act (EStG).

The institutes bear the costs of the remuneration for assistant lecturers.

Note: Paid teaching assignments may affect the capacity calculation. Under Sec. 10 of the Capacity Regulations (KapVO), paid teaching assignments (with the exception of teaching assignments remunerated from funds from unfilled vacancies) as part of compulsory and semi-elective courses are taken into account when calculating the number of university places.

Lecturers who teach as their secondary employment, whose teaching is primarily done in the interest of the state, and who are regularly employed in another job, may receive reimbursement for travel expenses.

The provisions of the State Travel Expense Act apply.

Other lecturers may only receive reimbursement for travel expenses between their place of residence and place of teaching in special cases (Secs. 5 and 6 of the State Travel Expense Act (LRKG) and Nos. 2.5.2 and 2.5.3 of the Administrative Ordinance on Payment of Part-Time Teaching (UvergVWV)). Special cases could include substitution during vacation, illness, or maternity leave of a regular lecturer.

Travel expenses must be claimed within six months after the trip has ended.

Payment for a teaching contract can only be authorized after the course has successfully been completed.
