Assess the genetic potential for production required in the various production systems and derive breeding goals. Review breeding policies and programmes as well as supporting research pursued in the country. Develop (or adjust) a breeding policy suitable to attain the breeding goal. Design breeding programmes including all the necessary supporting activities such as data collection, estimation of genetic parameters, sire service or artificial insemination. Compare different options on the basis of their economic efficiency. Review the role in the breeding programme of government livestock farms and examine the possibility of farmers' involvement. Assist with the formation of breeders' organisations and prepare the transfer, with time, of all breeding activities to these organisations.
